Q:If you don’t read from the Torah or have a party, are you still technically a Bar Mitzvah when you turn 13?
A: The translation of the phrase Bar Mitzvah is “son of the commandment.” This means, essentially, that you are of the age to take responsibility for doing the 613 ritual and ethical mitzvot God commands Jews to do. So, technically, you are Bar Mitzvah when you turn 13. However, if you don't do any of these commandments, one of which is reading from the Torah, you're not truly fulfilling your responsibility.
